    If the consumer

      If the consumer is found by the DC not to be over-indebted or not to be legally eligible to be under debt review, the DC should reject the application and send a Form 17.2 to the Credit Providers and Credit Bureaus.

    What this means in practice

    Where the assessment shows the consumer is not over-indebted, the application must be rejected and a Form 17.2 sent to credit providers and bureaus to lift the debt review flag. The file does not stay open in limbo.

    Where it goes wrong

    Rejected applications that are not formally closed leave the consumer with an active debt review marker on the bureau, which blocks new credit and is harder to reverse later. The 17.2 closing notice is not optional.
