Within 5 business days of receiving Form 17.1, the Credit Provider is required to provide a Certificate of Balance (COB) in the standardized format and include on or attached to the COB consent to receive notice of delivery of notices and legal documentation by fax or email.

The Certificate of Balance (COB) is the credit provider's confirmation of the consumer's outstanding balance, instalment, and account status as at the date of Form 17.1. The five-business-day window starts the moment the credit provider receives the 17.1, not the moment they action it.
COBs are routinely returned late or in non-standard formats. NDRC's Task #5 in the 18-step workflow is strictly gated by Finwise confirming all COBs are received, so a single missing COB blocks the proposal stage and triggers an automated follow-up to the credit provider.
Statutory basis: NCA s 86(5)(b) and Regulation 24(2). The standardised COB format is mandated by the Task Team Agreement to make balances comparable across credit providers.
