If revised living expenses exceed income then the consumer
If revised living expenses exceed income then the consumer cannot be helped by the Debt Counsellor. Expenditure must be further revised or the Debt Counsellor may reject the application.

What this means in practice
If reasonable living expenses already exceed income before any debt repayment, the consumer is not a candidate for restructuring under Annexure D. The file should be referred for an alternative remedy (sequestration counsel) rather than a proposal that cannot be funded.
