a) Is it possible to obtain cheaper rented accommodation?
b) Can affordable accommodation be found closer to work to reduce rental expenses as well as fuel costs? The cost of moving has to be taken into consideration.

What this means in practice
These questions surface whether the consumer is over-housed relative to income. The point is not to force a move, but to produce a defensible record showing the housing cost was interrogated.
