Some allowance
Some allowance must be made for this class of expenditure, as long as the amount allocated is reasonable considering the circumstances of the consumer. As a minimum requirement this does not mean that Debt Counsellors cannot allow non required expenses. If used in moderation some of the items could be included in the budget on condition that the total spending on required and non-required items is reasonable and defendable.

What this means in practice
A small monthly contingency is permitted to absorb unavoidable variances such as a higher utility bill or a school outing. The figure is small by design and does not become a slush fund for excluded categories.
