Yes. The NCR's Withdrawal from Debt Review Guidelines (Circular 001/2021, paragraph 12) expressly permit a consumer to transfer from one registered debt counsellor to another. The transfer is done by completing Form 17.T, which the new debt counsellor submits to the NCR and to all credit providers and credit bureaus on record.
Crucially, the incoming debt counsellor may not re-charge the application fee or the restructuring fee. Those fees are levied once per debt review, regardless of how many counsellors are involved over time. Only the monthly aftercare fee continues to apply, payable to whichever counsellor is currently administering the matter.
Before a transfer can take effect, any outstanding fees owed to the outgoing debt counsellor must be settled. The NCR requires this to protect the profession and prevent consumers from cycling between counsellors to avoid paying.
Common reasons consumers transfer include poor communication, lack of progress on a court order, unexplained changes to the payment plan, or relocation. A transfer does not interrupt the debt review itself; your protection against legal action by creditors continues without a gap.
